The Infant Formula Problem and Emergency Management
There is a group of EMs who do believe that "Education and Childcare" should be a national priority - akin to the other federal Primary Mission Essential Functions from other federal departments (https://www.dhs.gov/publication/primary-mission-essential-functions-pmefs-department). We are part of the International Association of Emergency Manager's Children and Disasters Caucus. What occurs as tactical missions in Response and Recovery all need to be supported in Preparedness and Mitigation - and this includes Education and Childcare.
