Three fatalities, plus 25 transported in various triaged colors to three hospitals/trauma centers. Another 30 people transported to reception center for further investigation/minor medical support/etc. Do you have your IC operational and tactical planning all set? IAP all filled out? Now - change that to a school bus.
There is a group of EMs who do believe that "Education and Childcare" should be a national priority - akin to the other federal Primary Mission Essential Functions from other federal departments (https://www.dhs.gov/publication/primary-mission-essential-functions-pmefs-department).
