There is a group of EMs who do believe that "Education and Childcare" should be a national priority - akin to the other federal Primary Mission Essential Functions from other federal departments (https://www.dhs.gov/publication/primary-mission-essential-functions-pmefs-department). We are part of the International Association of Emergency Manager's Children and Disasters Caucus. I recently wrote a piece on how children's disaster issues are very different from "smaller versions of adults" - https://www.domesticpreparedness.com/preparedness/space-aliens-emergency-management-roles-responsibilities/

What occurs as tactical missions in Response and Recovery all need to be supported in Preparedness and Mitigation - and this includes Education and Childcare.

Happy to discuss further anytime... I'll give you a quick example for a tabletop: charted bus to a casino crashes on major highway. Three fatalities, plus 25 transported in various triaged colors to three hospitals/trauma centers. Another 30 people transported to reception center for further investigation/minor medical support/etc. Do you have your IC operational and tactical planning all set? IAP all filled out? Now - change that to a school bus.
