Todd, here's another point to consider: Power utilities, like many other organizations, are suffering from staffing and supply shortages. I heard from local utility companies that they are at about half the staffing they wish they had, and there are severe shortages of parts and supplies (power poles, transformers, etc.). So not only is power supply short, but the distribution grid is vulnerable physically.
That is part of the problem as well. The report that I read did not go into staffing issues, but they did talk about getting parts had a long lead time.
