The most dangerous moment in emergency management is when nothing happens and we call it success.

Emergency managers spend their careers working toward an outcome that looks like nothing at all. When plans hold, when coordination works, and when incidents remain manageable or invisible, the system has done exactly what it was designed to do.

But success in emergency management has an unintended consequence. It creates silence. And in that silence, risk quietly grows.
