Power vs. Authority in Disaster Response

In disaster response, we often talk about “who’s in charge.” But what we usually mean is who has power. And power in emergency management is not the same as authority. Confusing the two is one of the quiet failure points that keep showing up in complex incidents.

Power is the ability to make things happen. Authority is the legitimacy that makes people willing to follow.
