every day: leadership rarely comes with clear authority, and influence matters more than title. Emergency management exists in the spaces between organizations, jurisdictions, and chains of command. Maxwell’s argument, that the most effective leaders learn to lead up, down, and across, feels less like a theory and more like a description of our daily work.

One of the book’s strongest contributions is its reframing of “middle leadership” as a position of strength rather than limitation. Emergency managers are often advisors to senior leaders, coordinators among peers, and guides for frontline responders, all at once. Maxwell validates this role by emphasizing value-driven leadership, adding clarity, stability, and solutions regardless of where you sit. For emergency managers, this reinforces that influencing preparedness, shaping decisions, and improving coordination before an incident is just as critical as commanding during one.

with limited time. Drawing from humanitarian operations and frontline dilemmas, Tipper explores the tension between structured decision-making models and the instinctive judgments forged through experience. For emergency managers, the lessons are both sobering and empowering.

Disasters rarely present perfect information. Tipper emphasizes that effective leaders must shift between classical decision-making (structured, analytical) and naturalistic decision-making (rapid, experience-driven). Knowing when to slow down for analysis and when to act on instinct is critical to the success of a response.

The book highlights that experience alone is not enough; it must be paired with reflection. Through debriefs, scenario drills, mentoring, and after-action reviews, emergency managers can transform field lessons into sharper instincts for future crises.

Frontline dilemmas often involve no perfect solution. Whether negotiating with armed groups, prioritizing limited resources, or balancing safety with mission, Tipper underscores the importance of naming trade-offs openly and preparing to own the consequences.

By training to operate in ambiguous, fluid environments, emergency managers can sharpen their ability to detect subtle changes, anticipate cascading effects, and act decisively when conditions deteriorate.

This book does not sugarcoat the challenges of crisis leadership. Instead, it offers a clear-eyed look at the realities of emergency decision-making while equipping managers with tools to become more adaptable, ethical, and effective under pressure.

<picture></picture>

Conquering Crisis

By: J.S. Drawing on hard-earned lessons from his legendary military career, McRaven writes with a deep sense of candor and empathy, inviting readers into the mindset required to navigate adversity. He reminds us that resilience isn’t a trait reserved for heroes; it’s built through everyday acts of discipline, preparation, and commitment to routine. For emergency managers, the message is clear: developing these small habits creates a foundation strong enough to weather the most unpredictable storms.

Though written for the business world, its lessons are highly applicable to emergency management. Our field may not chase profits, but we measure success in lives saved, communities sustained, and resilience strengthened. Collins’ framework challenges us to move beyond “good enough” programs toward truly “great” systems of preparedness and response.

Collins’ concept of Level 5 Leadership, a blend of humility and fierce determination, resonates strongly in emergency management. The best leaders are not defined by ego but by service. They understand that disasters rarely follow our plans, yet they remain relentless in securing resources, coordinating efforts, and advocating for communities.

The principle of First Who, Then What reinforces that success begins with the right team. In emergencies, adaptable, capable people often matter more than rigid plans. For us, this means prioritizing recruitment, training, and partnerships that can withstand pressure.

The Hedgehog Concept—aligning passion, competence, and impact reminds us to stay centered on what matters most: protecting lives and fostering resilience. In a field full of competing demands, this clarity prevents mission drift and strengthens public trust.

Collins’ call to Confront the Brutal Facts is vital for our profession. From aging infrastructure to underserved populations, we must address vulnerabilities honestly. Avoiding these realities only weakens preparedness; confronting them creates opportunities for meaningful solutions.

Greatness, Collins argues, is achieved through steady focus and disciplined execution, not flashy initiatives. For emergency managers, this translates into routine training, honest after-action reviews, and sustained community engagement, small steps that compound into long-term resilience.

<picture></picture>

Leadership Lessons Learned and Applied

By: Michael Prasad

Marc C. high-stakes, high-pressure fields, such as emergency management. Rather than offering lofty theories or abstract frameworks, Prasad brings readers into the trenches with him. His stories and reflections are rooted in decades of public service and emergency preparedness work, making this book both relatable and actionable.

For emergency managers, this book resonates on several critical levels. First, Prasad underscores the importance of leading with humility and empathy, especially in environments where stress and uncertainty are constant. Emergency managers are often tasked with mobilizing teams during crises, sometimes with limited resources and incomplete information. Prasad reminds us that trust, clear communication, and a people-first mindset are not soft skills; they are mission-critical.

Another powerful takeaway is the focus on continuous reflection and self-awareness. Michael doesn’t shy away from sharing moments where he made wrong decisions too quickly, communication breakdowns, or times when ego got in the way. These candid reflections are a valuable reminder that mistakes are not just inevitable, they’re growth opportunities. For emergency managers, who often review after-action reports and lessons learned, this perspective reinforces the value of internal AARs, those personal reviews that shape how we show up the next time.

He also highlights the importance of adaptability and calm under pressure, two traits essential to emergency leadership. Michael illustrates how leaders can’t afford to be rigid in crises; instead, they must remain composed, flexible, and attuned to the dynamics around them. His anecdotes about staying grounded during organizational chaos or disaster responses offer models of how leaders can project stability while still driving action.

Finally, Michael touches on the importance of mentorship and legacy, helping others rise and creating structures that outlast any single leader. For those in emergency management, this aligns directly with continuity of operations and succession planning. It’s a reminder that leadership isn’t about being the hero; it’s about building teams that can function long after you’re gone.

In all, this book is a heartfelt, modest guide that emergency managers can turn to for practical wisdom and validation. It doesn’t just tell you how to lead, it shows you, through lived experience, what real leadership looks like in action.

The book is free to read as an e-book, available at https://pressbooks.pub/emleadership/

EMERGENCY MANAGEMENT THREATS AND HAZARDS: WATER

By: Michael Prasad, MA, CEM

Marc C. can become one of the most complex and widespread threats an emergency manager faces. What stands out immediately is that water-related hazards go far beyond natural disasters. While floods often take center stage, Prasad reminds us that water threats also include contamination, infrastructure failure, drought, and even cyberattacks targeting water systems. For emergency managers, this means we need to broaden our perspective. A pipe bursting, a dam under stress, or a polluted water source can quickly spiral into a major community crisis.

One of the most important lessons from the book is how water disruptions rarely stay contained. Lose access to clean water, and the consequences ripple out fast: hospitals lose sanitation, fire departments can't operate at full capacity, and public health risks spike. Water systems are foundational to FEMA’s lifelines, and if they fail, many others collapse with them. That’s why emergency managers must understand the interdependencies and prepare for cascading impacts, not isolated events.

Climate change adds another layer of urgency. Old assumptions based on historical weather data are no longer reliable. Areas that once were safe from flooding now face routine flash floods; droughts are lasting longer, and sea levels are rising. Emergency managers can’t rely on past trends like we used to; we have to adapt with forward-looking models and prepare communities for what’s coming, not just what’s been.

A powerful theme throughout the book is equity. Water crises often hit vulnerable communities the hardest. The Flint water crisis is just one example of how poor decision-making and a lack of transparency can devastate neighborhoods already struggling with systemic disadvantages. Emergency managers should prioritize equity, making sure that emergency planning includes and protects those who are most likely to be overlooked and that communication and recovery resources reach everyone, not just the well-connected.

The book also dives into the reality that water systems are deeply connected to other forms of infrastructure. Power outages can shut down water treatment plants. Fuel shortages can halt water deliveries. A cyberattack on a city’s network can paralyze its entire utility system. For emergency managers, this means planning can’t happen in silos. We need to collaborate with public works, utilities, IT, and public health departments before the crisis hits. Strong relationships and clear agreements are just as important as emergency supplies.

The book includes real-world case studies like Hurricane Harvey, the Oroville Dam crisis, and Flint, using them as springboards for practical recommendations. These stories give readers tangible examples of what to avoid and how to prepare better. Emergency managers are encouraged to incorporate these events into tabletop exercises, use them for after-action reviews, and build them into risk assessments and continuity plans.

Lastly, the book makes a strong case that emergency managers should be at the policy table. Many water-related crises stem not from the hazard itself, but from mismanagement, lack of oversight, and poor planning. Practitioners should engage in policy discussions and advocate for long-term investment in water infrastructure, not just short-term fixes. Our work isn’t just about response, it’s also about prevention, mitigation, resilience, and smart governance.

This book is both a wake-up call and a reference for emergency managers. It humanizes the systems we often take for granted and calls on emergency managers to approach water hazards not just as operational challenges, but as deeply interconnected, equity-driven, and policy-dependent threats. The takeaway is clear: if you can understand and plan for water, you're one step closer to protecting your entire community

How to Win Friends and Influence People

By: Dale Carnegie

Marc C. However, if we’re honest, some of the biggest challenges we face during a crisis have less to do with resources and more to do with people. The relationships we build, the way we communicate with others, and how we lead when things get tough, those are the real make-or-break factors. That’s where this book holds immense value for us.

Please get to know people before you need them. It’s easy to stay in our “lanes” with our heads down until something goes wrong, but in our world, that can be costly. If you’ve taken the time to grab coffee with your fire chief or check in with a community leader before the next storm or wildfire, you’ll have trust earned and saved up when it counts.

People are much more likely to commit to a plan if they have a hand in creating it. Whether you're collaborating with another agency or a group of volunteers, inviting their input and making room for their ideas fosters genuine buy-in. Instead of barking out orders, it’s often better to ask, “What do you think would work best here?” and shape the solution together.

We can’t forget how powerful recognition can be, and how often it gets overlooked in chaos. Whether it’s a quick thank-you after a long shift or a shoutout during a debrief, a few words of appreciation can go a long way. People remember how they’re treated in hard times, and showing gratitude helps keep them motivated for the next challenge.

Emergencies bring stress, frustration, and conflict. But disagreeing tactfully is one of the most important skills we can develop. Instead of shutting people down, we can stay curious. “That’s an interesting idea,” or “Let’s talk more about that,” opens the door to collaboration, even when we don’t agree. We all want to feel heard, especially during a crisis.

Leading with empathy is essential. When someone is upset, tensions are high, or when a survivor feels scared and angry, it is beneficial to pause and ask ourselves, “What are they going through right now?” Sometimes, just listening and saying “I hear you” can be more impactful than any formal response plan.

In an emergency, it’s not enough to give people facts. We must speak their language and show them we understand what’s at stake for them. Clear, positive, and focused messaging makes people feel supported. Instead of saying, “Don’t panic,” try, “Here’s what you can do right now to stay safe.” People want hope, direction, and reassurance, not just information.

Sometimes we get it wrong. When that happens, owning our mistakes quickly and sincerely builds credibility. The public doesn’t expect perfection; they expect honesty. Saying, “We made a mistake, and here’s what we’re doing to fix it,” earns a lot more trust than covering it up or dodging responsibility.

This book reminds us that people rise to the expectations we set for them. If you say, “This community always pulls together,” or “I’ve seen your team lead with heart during tough times,” people will want to live up to that. Inspiring action through respect and belief in others is way more effective than pressure or fear.

The Dichotomy of Leadership

By: Jocko Willink and Leif Babin

Marc C. management. Here are some takeaways I think are good for emergency managers to add to their toolbox:

Effective leaders must navigate opposing forces and find the balance between extremes. In emergencies, aggressive action can save lives, but it must be grounded in situational awareness and risk assessment. For example, deploying search and rescue teams immediately after a disaster is critical, but doing so without understanding the terrain or hazards can lead to unnecessary casualties. A highly structured response can ensure consistency, but over-reliance on rigid protocols can slow adaptation when unexpected variables arise (e.g., road closures, changing weather).

Confidence assures your team during the crisis, but humility keeps you open to frontline feedback, which is often the first signal of what's truly happening. Don't default to extremes. Constantly assess and recalibrate your leadership posture based on the evolving dynamics of the emergency.

Leaders must take full responsibility for their team's performance and outcomes, no excuses, no blame shifting. Don't point fingers if coordination between EMS and fire departments breaks down. Instead, own the failure and drive the solution: revise SOPs, adjust communication protocols, and retrain teams. Even if the error was made by a contractor or external partner (e.g., mislabeling a shelter site), take responsibility for overseeing that relationship and building better checks in the future.

When leaders own mistakes and fix systems, teams gain trust and efficiency, essential in high-stakes, multi-agency responses.

Delegation is crucial, but oversight must remain. Leaders empower, support, and guide, without micromanaging. In an EOC, let section chiefs manage operations, logistics, planning, etc., but hold daily briefings to maintain alignment with strategic goals. Trusting subordinates promotes initiative and agility, especially when communication lines are stretched thin or your attention is divided across incidents.

Empower your team to lead within their scope but keep your hand on the wheel to ensure coordination and unity of effort.

In chaos, clarity and decisiveness are critical, but leaders must remain open to new information and be willing to pivot. You may decide to open a mass shelter based on forecasts, but if conditions shift (e.g., storm trajectory changes), reverse the decision quickly without clinging to it. Don’t dismiss dissent from lower ranks; often, the best situational intelligence comes from field responders observing on-the-ground changes.

Make decisions promptly with the best data available but remain humble enough to course-correct quickly and visibly.

A leader must care about people and outcomes but stay emotionally detached to make hard decisions. During triage, limited resources may force you to prioritize who gets help first; this requires emotional discipline and mental clarity. Showing empathy to victims and staff builds morals, but overly identifying with the emotional weight can impair judgment or lead to burnout.

Compassion is essential, but so is calm detachment to keep the mission moving and protect your team's effectiveness.

A plan is only good if it's simple enough to be executed under stress. ICS protocols, resource allocation plans, evacuation routes, etc., must be designed for clarity. Fancy diagrams and complex checklists fail under stress. Use plain language. Ensure that volunteers, mutual aid responders, and community groups can follow the plan even without training. Complexity kills in a crisis. Design for clarity, simplicity, and scalability.

Building disciplined systems allows flexibility when things go wrong, because everyone knows the framework. Routine drills, incident command training, and community outreach build "muscle memory" for real events. A disciplined approach to documentation, resource tracking, and after-action reviews makes recovery and funding easier and reveals lessons for improvement.

Discipline in daily operations creates agility in emergencies. When systems are strong, leaders can adapt confidently.

Leadership isn't about being perfect; it's about navigating tension between competing priorities with awareness, adaptability, and humility. For emergency managers, who constantly operate in uncertain, high-stakes environments, mastering these dichotomies isn’t optional; it’s foundational.

The Unthinkable: Who Survives When Disaster Strikes and Why

By: Amanda Ripley

Marc C. the psychology of human behavior during disasters, offering some insights for emergency managers. Some of my key takeaways are:

Understanding the Survival Arc

Ripley outlines a three-phase process that individuals experience during disasters: denial, deliberation, and the decisive moment. Recognizing these phases can help emergency managers anticipate public reactions and tailor communication strategies accordingly. Emergency managers must anticipate denial and build plans that accelerate public recognition and early response. Clear, early communication is key.

Communication Determines Outcomes

People in disasters often don't panic—they seek trustworthy information. During COVID-19, parallel conflicting messaging (masks, vaccines, lockdowns) created confusion and mistrust. Communication must be unified, consistent, and credible. Be proactive, transparent, and localize messaging for different communities.

Mitigating Normalcy Bias

People often underestimate disaster risks due to normalcy bias, leading to delayed responses. Emergency managers could emphasize realistic risk assessments and conduct regular exercises to counteract this tendency. During COVID-19, many followed rules and made sacrifices, but some resisted due to mistrust or misinformation. We need to understand and anticipate these behavior patterns and use behavioral science to guide public health interventions.

The Importance of Training and Preparation

Ripley highlights that prior training enhances survival rates. Emergency managers should implement comprehensive training programs to ensure individuals can act decisively during events. We should invest in regular scenario-based exercises—not just for natural disasters, but for all hazards like pandemics and novel emergencies.

Leveraging Group Dynamics

Disasters often elicit cooperative behavior, with individuals looking to others for cues. Understanding this can aid emergency managers in fostering effective community responses and guiding collective action. Strengthen community ties and identify isolated or high-risk individuals before disaster hits. Community resilience planning matters when it comes to disaster survival.

Addressing Fear Responses

Fear can lead to paralysis or prompt action. Emergency managers should develop strategies to help individuals manage fear, ensuring it doesn't hinder effective response.

Recognizing the Role of Leadership

Effective leadership during disasters can significantly influence survival outcomes. Training leaders to provide clear direction and maintain composure is crucial for guiding communities through crises.

Building Psychological Resilience

Ripley emphasizes the importance of mental fortitude in disaster survival. Emergency managers should promote resilience-building initiatives to prepare individuals for high-stress situations. Long-term crises create fatigue and burnout, affecting compliance and planning. Creating phased response strategies can help to maintain public engagement throughout prolonged emergencies.

Creating a Culture of Preparedness

Ripley argues that societies and organizations that emphasize preparedness and train their members to think ahead and act promptly are better equipped to handle disasters. Emergency managers should advocate for emergency preparedness in our communities or workplaces, participating in or organizing community-wide exercises and awareness programs.

Integrating these insights may help emergency managers enhance disaster preparedness and response, fostering more resilient communities.

The 48 Laws of Power

By: Robert Greene

Marc C. professionals in the field, particularly regarding leadership, decision-making, and strategy during crises. Here are some of the laws I found applicable to emergency management:

1. Law 1: Never Outshine the Master

This law speaks to the importance of maintaining a clear hierarchy during a crisis in emergency management. During a disaster response, it is crucial that leaders, whether incident commanders, government officials, or organizational heads, retain their authority and trust. Subordinates should support leadership without undermining their decisions, as disorganization or challenges to authority can delay response efforts and cause confusion. It’s important to respect the chain of command and avoid power struggles during the chaos of a crisis.

2. Law 3: Conceal Your Intentions

This law suggests that in complex and fluid situations like disaster response, it’s vital not to reveal all aspects of your strategy prematurely. Keeping certain plans confidential, such as tactical decisions, resources, or evacuation routes, can prevent adversaries, competitors, or those with ill intent from interfering with the response. In emergency management, this might mean keeping sensitive information within trusted circles and ensuring that actions taken in the early stages of a disaster are coordinated and protected from disruption.

3. Law 15: Crush Your Enemy Totally

While this law sounds extreme, its core message can be applied to the concept of containing and neutralizing threats effectively in crises. In the case of natural disasters, disease outbreaks, or large-scale security threats, emergency managers must take decisive action to prevent further escalation. For example, addressing immediate hazards like fires, floodwaters, or outbreaks of disease thoroughly (and quickly) can prevent the crisis from spreading and allow recovery efforts to begin sooner. It’s about being thorough and eliminating any potential threats as soon as possible to minimize harm.

4. Law 33: Discover Each Man’s Thumbscrew

This law refers to the need to understand individuals’ motivations and weaknesses. In emergency management, this can translate into understanding the key stakeholders involved in a crisis: government agencies, local authorities, community leaders, and the public. By understanding their priorities, concerns, and limitations, emergency managers can engage and motivate individuals more effectively. This knowledge helps ensure that all parties work toward the common goal of a swift and effective response.

5. Law 40: Despise the Free Lunch

This law in an emergency context, can translate to the importance of securing reliable, long-term resources and not depending solely on aid or external support. Emergency managers should foster self-sufficiency in their operations, build strong partnerships, and create systems that can function independently if necessary. Being reliant on outside aid can complicate logistics and create vulnerability during a prolonged crisis.

6. Law 43: Work on the Hearts and Minds of Others

Effective leadership during a crisis requires more than just technical skills—it requires the ability to inspire and motivate people. This law speaks to the importance of emotional intelligence in crisis management. Emergency managers must be able to build trust, communicate clearly, and rally communities around recovery efforts. Working on the hearts and minds of the affected population, as well as responders, ensures that people remain cooperative, focused, and resilient throughout the disaster recovery process.

7. Law 48: Assume Formlessness

This law emphasizes adaptability and the ability to be unpredictable. In emergency management, this is a key principle for dealing with rapidly changing circumstances. Whether the disaster is a wildfire, a flood, or a pandemic, emergency managers must be ready to pivot, reassess, and adapt their strategies in response to new information or unforeseen challenges. Rigidity can hinder the effectiveness of disaster response, so being flexible and willing to adjust the plan as the situation evolves is critical.

While The 48 Laws of Power is not directly about emergency management, its exploration of power dynamics, leadership strategies, and human behavior provides valuable insights for those in charge during crises. The laws offer practical lessons on authority, decision-making, negotiation, and strategy that can help emergency managers navigate the complexities of disaster response and recovery. Understanding these power dynamics, maintaining flexibility, and leading with confidence can be vital to the success of any emergency management operation.

The 21 Irrefutable Laws of Leadership

By: John C. management. The book outlines essential leadership qualities and actions that are vital to success, and many of these can be directly applied to managing incidents, leading response teams, and making critical decisions in emergencies. Here are some of the laws I feel are useful to emergency managers:

1. The Law of the Lid: Leadership Determines Your Level of Effectiveness

The Law of the Lid suggests that a leader's leadership ability directly impacts the effectiveness of their team. In emergency management, strong leadership is critical to the success of a disaster response, if emergency managers (such as incident commanders or field leaders) have a high leadership lid, they can inspire their teams, make crucial decisions quickly, and coordinate efforts efficiently. Training leaders to be decisive and adaptable is essential for effective emergency management.

2. The Law of Influence: The True Measure of Leadership Is Influence—Nothing More, Nothing Less

In an emergency, effective leadership is not about positional authority alone but about influencing others to act and collaborate in the face of adversity. Emergency managers must build trust, communicate clearly, and guide their teams through high-pressure situations. The ability to influence others, even in chaotic circumstances, can significantly improve the outcomes of a response operation, helping all parties work toward a common goal.

3. The Law of Process: Leadership Develops Daily, Not in a Day

Effective leadership in emergency management is a continuous process. This law emphasizes that leadership development and preparedness require ongoing effort. Emergency managers must develop their skills and knowledge through consistent education, training, and experience. Just as disasters are unpredictable, leadership ability needs to be honed over time through real-world and simulated experiences. Building a culture of continuous improvement and training within an emergency management team ensures that leaders can handle the challenges of crises effectively.

4. The Law of Navigation: Anyone Can Steer the Ship, but It Takes a Leader to Chart the Course

During a disaster, an emergency manager must be able to navigate the team through uncertainty. While anyone can execute a plan, effective leadership involves creating and adapting the plan as circumstances evolve. In emergency management, this means assessing the situation, identifying resources, and making strategic decisions to direct efforts. Leaders must anticipate potential obstacles and adjust the course to keep the response on track. This requires a deep understanding of the situation, foresight, and the ability to think critically in a high-stakes environment.

6. The Law of Solid Ground: Trust Is the Foundation of Leadership

Trust is paramount in emergency management, especially in high-pressure environments. Leaders must establish and preserve trust with their teams and community. Whether it’s ensuring that resources are distributed fairly, keeping lines of communication open, or making decisions that prioritize safety, trust between leaders and their teams is crucial for maintaining morale and ensuring coordinated efforts. Emergency managers who act with integrity and transparency create an environment where others feel confident in their leadership.

7. The Law of Respect: People Naturally Follow Leaders Stronger Than Themselves

In emergencies, people follow leaders they respect. The respect leaders earn through their competence, experience, and ability to make decisions under pressure will inspire others to follow their guidance. In emergency management, this means that strong leaders must demonstrate confidence, competence, and calm under pressure to gain the respect of their teams. Being able to handle stress and make tough decisions will earn the respect needed to lead effectively.

8. The Law of Intuition: Leaders Evaluate Everything with a Leadership Bias

The Law of Intuition emphasizes that effective leaders have a natural ability to assess situations quickly and make decisions based on their experience and instincts. In emergency management, this means that experienced leaders can intuitively understand the complexities of a crisis, evaluate risk, and make decisions even when information is incomplete. Developing strong intuition comes from continuous experience in various crisis scenarios and learning from past challenges.

9. The Law of Magnetism: Who You Are Is Who You Attract

Leaders attract like-minded individuals, and this principle underscores the importance of leading by example. In emergency management, leaders who demonstrate resilience, commitment, and calmness will attract similarly dedicated and capable team members. A leader’s values, attitude, and actions will directly influence the type of individuals who choose to follow them. It’s important for emergency managers to cultivate positive qualities that will resonate with those they lead, ensuring that the team is motivated and cohesive.

11. The Law of the Inner Circle: Those Closest to You Determine Your Level Of Success

The effectiveness of emergency response teams depends not only on the leader but on the people surrounding them. Leaders must surround themselves with competent, capable, and trustworthy individuals who can take charge when needed. In emergency management, a leader’s team should be well-trained, experienced, and able to make decisions independently when necessary. The success of the overall response will be a reflection of the team’s expertise and the leader’s ability to select and rely on the right people.

12. The Law of Empowerment: Only Secure Leaders Give Power to Others

In an emergency, effective leaders know how to delegate authority and empower their teams. An emergency manager must recognize the strengths of their team members and delegate tasks appropriately, allowing others to take the lead in their areas of expertise. This approach not only enhances efficiency but also fosters trust and confidence within the team. Empowering others ensures a more effective overall response effort and prevents the leader from becoming overwhelmed by the volume of tasks.

This book offers timeless leadership principles that can be directly applied to emergency management. Effective leadership in disaster situations requires trust, influence, strategic thinking, and the ability to empower others. By embodying these laws, emergency managers can create strong, cohesive teams, navigate complex crises, and ultimately ensure a more effective response to disasters. These leadership principles help build a culture of preparedness, collaboration, and resilience, which are essential to any comprehensive emergency management program.

CHARITY The Heroic and Heartbreaking Story of Charity Hospital in Hurricane Katrina

By: Jim Carrier

Marc C. The vivid storytelling brings to life the bravery of the people at Charity Hospital, offering us a detailed and emotional account of one of the most tragic and inspiring episodes of Hurricane Katrina.

Charity offers several crucial lessons for Emergency Management professionals. The heroic efforts of Charity Hospital’s staff during the aftermath of Hurricane Katrina highlight both strengths and weaknesses in disaster preparedness and response. Here are some of my takeaways:

Preparedness is Critical, But Not Always Enough

While emergency preparedness is vital, Charity underscores that no amount of planning can fully account for the unpredictable nature of a catastrophic event like Hurricane Katrina. The hospital’s emergency plans were tested beyond their limits as the storm overwhelmed the region. This reinforces the importance of flexibility in emergency response, where plans should include contingencies for extreme scenarios, including infrastructure failure, communication breakdowns, and delayed aid.

The Importance of Resource Management

As the floodwaters rose, resources like power, clean water, and medical supplies quickly became scarce. Effective resource management is essential in a crisis. Charity’s medical staff had to improvise with what they had, showing how resource allocation, including stockpiling essentials and prioritizing critical supplies, can make the difference between life and death. Emergency managers must have systems to manage and prioritize resources across multiple agencies to ensure the critical infrastructure remains functional during disasters.

The Role of Communication

Communication was one of the most significant challenges during Katrina. There were multiple communication breakdowns at Charity Hospital with local authorities and the outside world. Many staff members could not contact their families, and patients’ families were left in the dark. Effective communication strategies must be prioritized, and systems should be put in place to maintain communication during power outages, flooding, and other disruptions. Clear, continuous communication between emergency responders, government agencies, and the public is essential to ensure that resources are allocated efficiently, and help is provided where it's most needed.

Staff Resilience and Mental Health Support

The emotional toll of working in extreme conditions cannot be overstated. The staff at Charity Hospital demonstrated extraordinary resilience, but the prolonged stress and trauma from working in a life-and-death situation took its toll. Emergency management must not only focus on physical resources but also on supporting responders’ mental health. This includes providing psychological support and ensuring workers have adequate rest and relief when needed. Emergency responders, especially in large-scale disasters, face immense stress, and their well-being should be a key consideration in planning.

Public Health Systems Are Vulnerable in Disasters

Charity Hospital’s closure after the hurricane highlighted the vulnerability of public health systems during and after a disaster. The lack of preparedness and reliance on fragile infrastructure left many residents without access to care. This shows the need for stronger public health systems that can withstand disasters and continue to operate during emergencies. This also includes reinforcing public health emergency plans at local, state, and federal levels to ensure that healthcare facilities are adequately supported during catastrophic events.

Collaboration and Coordination Are Key

The book demonstrates that, despite the heroism of Charity's staff, there was a lack of coordination between local, state, and federal authorities, which delayed crucial help. Effective emergency management requires a unified command system where various agencies—governmental, non-governmental, and private—work together. In major disasters, coordination among all stakeholders, including healthcare facilities, emergency responders, and relief organizations, is crucial to ensure that resources are effectively utilized and that there is a seamless flow of assistance.

Community-Centered Disaster Response

Charity Hospital was deeply embedded in the New Orleans community, providing care to underserved populations. The staff’s dedication to their patients, many of whom had nowhere to go, highlights the importance of a community-centered response. In emergency management, it’s essential to recognize the unique needs of different communities and tailor responses to meet those needs. Vulnerable populations, such as low-income families, elderly individuals, and those with chronic health conditions, require targeted care and support during disasters.

Learning from Failure and Adapting for the Future

The failure of Charity Hospital to remain operational after Katrina illustrates the importance of After-Action Reviews. Every disaster response should be followed by an honest assessment of what worked and what didn’t. The lessons learned from these evaluations can help shape future preparedness plans, improve response strategies, and build more resilient systems. Emergency management must be a continuous process of learning and adaptation, driven by the insights gained from past events.

In conclusion, Charity is not just a history of a hospital's response during Hurricane Katrina; it is a lesson in emergency management. The book underscores the need for thorough preparedness, strong communication, resilient mental health support for responders, coordinated collaboration, and a focus on vulnerable populations. Lundin, Harry Paul, and John Christensen is a lively and thought-provoking book that uses the vibrant culture of Seattle's Pike Place Fish Market as a backdrop to illustrate key principles of motivation and teamwork in the workplace. Presented in an engaging narrative style, the book imparts valuable lessons on how to create a positive work environment that fosters enthusiasm and productivity.

The central premise revolves around the idea that a lively and energized workplace can lead to improved morale and results. Through the story of a struggling company, the authors illustrate how adopting the "Fish!" philosophy can transform attitudes and behaviors. The four key principles outlined in the book—Choose Your Attitude, Play, Make Their Day, and Be Present—serve as practical guidelines for anyone looking to enhance their work culture.

One of the book's strengths is its simplicity. The authors use clear language and relatable examples, making the concepts easy to grasp and implement. The principles encourage individuals to take personal responsibility for their attitudes and actions, fostering a sense of empowerment among employees.

The lessons are enhanced by storytelling, which allows readers to visualize the transformation that occurs when a team embraces these principles. The book also features exercises and reflections that invite readers to apply the concepts in their own workplaces, making it not just a read but an interactive experience.

However, some readers may find the approach overly simplistic or idealistic, particularly in high-pressure corporate environments. While the principles are sound, the book might benefit from a more in-depth exploration of potential challenges and how to navigate them.

Overall, Fish! is an inspiring read for anyone seeking to improve their workplace culture or enhance their leadership skills. Its straightforward, cheerful approach to serious topics like morale and engagement makes it a refreshing addition to the literature on organizational development. Whether you're a manager looking to uplift your team or an employee seeking to create a more positive work atmosphere, this book offers valuable insights that can lead to lasting change.

Take Aways

We don’t always get to choose what we do, but we do get to choose how we do it. We can choose to do our work with a smile and enjoyment or be disgruntled. So if you find yourself getting frustrated or angry remember, you decide to be so and you can choose not to.

Remember to incorporate play into your day, play is how we learned as children and we can still learn from it today. Play can help manage stress and create a growth-rich work environment that your people look forward to coming to every day.

In interactions with people be present with them and try to make their day. Relationships matter in our line of work so make every interaction count.

Monday Morning Leadership

By: David Cottrell

Marc C. The book follows the story of a fictional character, who meets with a wise mentor every Monday morning to discuss various leadership challenges. This engaging format makes the insights feel relatable and actionable.

Cottrell’s approach emphasizes the importance of clarity, accountability, and communication in effective leadership. Each chapter focuses on a specific lesson, such as the significance of setting clear goals, the necessity of maintaining a positive attitude, and the power of fostering teamwork. The straightforward language and practical examples help to reinforce these concepts, making them accessible to leaders at all levels.

One of the book's strengths is its emphasis on personal accountability. Cottrell encourages readers to take ownership of their actions and decisions, fostering a sense of responsibility that can transform both individual and team performance. The practical tips and exercises provided at the end of each chapter offer a hands-on approach to implementing the lessons in real-world scenarios.

While the book is brief, some readers may desire more in-depth exploration of certain topics. However, the simplicity of the writing is also its charm, allowing busy professionals to absorb the material quickly and effectively.

Overall, Monday Morning Leadership is an excellent resource for anyone looking to enhance their leadership skills. Cottrell’s engaging storytelling combined with practical advice makes it a valuable read for new and experienced leaders alike. This book serves as a refreshing reminder that great leadership is not just about authority but about guiding and inspiring others toward success. Whether you're seeking to refine your own leadership style or empower your team, this book provides a solid foundation for effective leadership practices.

Takeaways

Be the driver in your life and profession, though you may not have control over every situation, you do have control over how you react to situations.

People don’t quit organizations’, they quit people. They leave because their leaders are not meeting their needs.

If something is not happening it is up to you to make changes that make it happen.

Whatever it is you do figure out what is the “main thing” for your organization or team and let that be your focus.

Know and understand your people, recognize stellar performers, and address underperformers.

Develop you plans in blue skies; the best decisions are usually made before things go bad.

Everything counts in leadership, you are always leading, and what matters most to your team is what you do. Your team is always watching so do the right thing.

Hiring is the most essential job of a leader so be tough when screening applicants for a spot on your team. It is not enough to simply be qualified you must find the right fit for your team all around.

Prioritize the demands on your time, do the “main things” first, limit interruptions, and keep our meeting brief. Your time is yours to manage if you control it you control your life.

Commit to being a lifelong learner, make it a priority to read, attend seminars and conferences, make good use of your drive time with podcasts or audiobooks, teach for accountability in what you are teaching, and read.

Riding The Wave; applying project management science in the field of emergency management

By: Andrew Boyarsky

Marc C. framework for navigating the complexities of crisis situations. This insightful book is a vital resource for professionals in both fields, emphasizing the importance of structured planning and execution in Emergency Management.

Boyarsky’s approach is systematic and methodical, drawing on established project management principles to enhance Emergency Management and response efforts. He outlines key strategies that can be employed to improve efficiency, coordination, and communication during crises, making the content both practical and actionable.

The book is well-organized, guiding readers through various stages of project management—initiation, planning, execution, monitoring, and closure—while relating these concepts to real-world Emergency Management scenarios. Boyarsky includes a wealth of case studies and examples that illustrate how these principles can be applied in practice. This not only enriches the reader's understanding but also highlights the adaptability of project management frameworks in dynamic and high-pressure environments.

One of the standout features of Riding the Wave is Boyarsky’s emphasis on collaboration. He advocates for the integration of diverse stakeholders, underscoring the need for teamwork in Emergency Management. This perspective is particularly relevant in today’s interconnected world, where effective communication can make all the difference in response efforts.

While the book is rich in content, some readers may find certain sections dense with technical jargon. However, Boyarsky’s clear explanations and practical examples help to demystify complex concepts, making them accessible to a broad audience, including those who may not have a background in project management.

Overall, Riding the Wave is an invaluable addition to every emergency manager’s library. The author’s ability to synthesize project management principles with Emergency Management practices equips readers with the tools they need to navigate Emergency Management projects more effectively. Whether you’re a seasoned emergency manager or new to the field, this book offers valuable insights and strategies that can enhance your ability to respond to emergencies with confidence and clarity.

Takeaways

All emergency managers need to add project management tools to our “toolbox”. I don’t know if we need to jump right into the complex strategies in this book right away, but we should start somewhere, I will be starting with the concepts from our last reading and building up to the ones in this book.

A lot of the concepts in project management correlate with already established Emergency Management concepts, if we identify those concepts as much as possible, we can quicken our understanding of project management principles.

Most organizations have project management professionals, and we should include them on our planning teams. They can also be good mentors as we develop our project management skills.

We do not have to be experts in project management, but we should understand the tools, so when needed we have the right tool for the job.

Project Management for the Unofficial Project Manager

By: Kory Kogon and Suzette Blakemore

Marc C. formal training or title of a project manager. It provides a structured approach to project management that is easy to understand and practical for anyone. It covers fundamental project management principles, such as defining scope, setting objectives, managing stakeholders, and handling risks. The authors introduce various tools and techniques that can be immediately applied to improve project outcomes, including planning templates, communication strategies, and methods for tracking progress. The book offers actionable advice on navigating common challenges faced by unofficial project managers, such as handling conflicts, managing time effectively, and prioritizing tasks. Real-world case studies and examples are used throughout the book to illustrate concepts and demonstrate their application in different scenarios.

I like this book for its practical approach to project management, offering a wealth of tools and strategies that can immediately improve project outcomes. It’s a valuable resource for anyone thrust into a project management role without formal training, providing them with the confidence and skills needed to succeed.

I am seeing more and more the benefits of project management skills in Emergency Management, when you think about it most of what we do involves working on projects. Project management skills and terminology transfer over to partners outside of Emergency Management for a clearer understanding of efforts. I think the concept of project management in Emergency Management is worthy of further exploration…

Top of Form

Bottom of Form

Takeaways

Project management skills have a place in Emergency Management, and Emergency Managers should get familiar with them. A lot of the tools and concepts we already use correlate with project management sciences.

Project success is determined at the very beginning by the effort put into scoping the project. The end goals and objectives must be clearly identified to develop a path to achievement.

One of the most important parts of scoping a project is ensuring the right people are identified and on the team.

Project planning must be detailed and account for variables such as cost and risk of failure. The result of planning is a good project schedule that leads the team to success on time and budget.

Consistent team engagement is essential for maintaining accountability throughout the project.

Project managers must be proactive in tracking efforts and results throughout the project and adjust as necessary to ensure deliverables meet expectations.

Every project has an end and how you close out can set you up for success on future projects. Be sure to confirm the project is closed and everyone knows it, document any lessons learned (AAR), and just as important as anything else Celebrate! You and the team put in some hard work and deserve to decompress and be appreciated.

Trust and Inspire

By: Stephen M. This reading delves into how our choices in designing our environments can mitigate or exacerbate the impact of natural and man-made disasters.

The book begins with a historical overview, examining past disasters and their aftermaths, from which lessons can be drawn. Hardy then shifts focus to contemporary issues, such as climate change and rapid urbanization, which pose new challenges to designers and planners worldwide. He argues persuasively for a proactive approach to design that incorporates resilience and sustainability as core principles.

One of the book's strengths lies in its interdisciplinary approach. Drawing on insights from engineering, sociology, environmental science, and economics to present a holistic view of the complex factors at play in disaster scenarios underscores the importance of collaboration across fields to create robust and adaptive design solutions.

Moreover, Hardy's writing is accessible yet nuanced, making complex concepts understandable without oversimplifying the challenges at hand. He uses case studies to illustrate his points effectively, showcasing successful and flawed design responses to disasters.

Critically, "Design and Disaster" does not merely dwell on past failures but also proposes forward-thinking strategies. Hardy advocates for an anticipatory design that anticipates future risks and adapts accordingly, emphasizing the role of innovation and technology in achieving resilience.

In conclusion, "Design and Disaster" is a timely and insightful book that should appeal to anyone interested in the intersection of design, sustainability, and disaster resilience. Patrick Hardy's expertise shines through, offering both practical guidance and thought-provoking analysis for architects, planners, policymakers, and concerned citizens alike. It is a must-read for anyone looking to understand how design can be a proactive force in mitigating the impact of disasters on our communities and environment.

Takeaways

Disasters do not only destroy but create growth opportunities, the more you are a bystander in a disaster the more severe the disaster will be on you.

The C3 method discussed in this book is a great framework for resiliency.

Command - Take charge and ownership of your situation don’t depend on someone else to take care of you, adopt a no one is coming “if I don’t do it, no one else will” mindset.

Communicate – Exchange information using clear and concise plain language.

Carry out – Act and empower those around you.

Communication is typically the weakest part of any disaster; it is the top After Action Review improvement comment captured. emergencies. We thoroughly explored the challenges and strategies involved in responding to various types of emergencies, including natural disasters, disease outbreaks, and bioterrorism threats.

I liked the book’s interdisciplinary approach, which integrates insights from public health, emergency management, epidemiology, and disaster preparedness. It equips readers with the knowledge, tools, and strategies needed to navigate the complexities of public health emergencies and protect communities effectively.

Takeaways

Preparedness is crucial for successful outcomes of Public Health emergencies. Partnerships, resources, plans, and capabilities must be developed before an event happens.

Real-time surveillance is the key to understanding the threat, mitigating the impacts, and predicting consequences. Threats need to be identified well before they hit our shores and for that, we need to build strong partnerships overseas. Epidemiologists are one of our greatest resources.

Early warning enables our communities to make informed decisions regarding their health. Messaging needs to come from a trusted source (people and mediums) and trust needs to be built before an emergency and maintained throughout it. Clear, transparent, unified, and truthful messaging is a must.

Every Public Health emergency is not necessarily a disaster but essentially every disaster is a Public Health emergency. Emergency Managers, build your relationships now.

The Emergency Management Network is a reader-supported publication.
